Tool Box Cleanup

This is the tool and materials storage situation I've been working with this Winter.  It actually doesn't look too bad right now, usually tools are spread out much further onto the floor. 

I inherited the shelf, on the right, with the house and it is defective and permanently crooked. My goal is, using only materials I already have, to turn this mess into something functional and organized
